having problems with paintbrush on computer?

okay so i scanned a page from a coloring book and i want to color it it using “Paintbrush” the lines of the area i need to color in are all connected i checked. when i use the “fill with color” button all it does is put one dot of color in that area. what am i doing wrong? how can i fill in an entire area with one color?
i have been clicking on the “bucket” but it is not working
