try to spead the glue out in smal even lines. after applying the pagee take a rules and slide it down the paper until the page is lying even over its entire surface.

    use glue stick

Get a small paint brush and spread the glue carefully around and then to keep it smooth, when you put it in place, roll a rolling pin or a glass over it, make sure the item you use to roll is bigger than the item being glued.

use a spray adhesive. There are many brands, I would simply go to the store and pick one. When you spray it on, it creates a fine mist of glue on the whole page (as long as you move it around, kinda like spray paint only with glue) It will not be lumpy and it will leave a nice professional look to it.

One thing you could do is buy a can of spray adhesive. You can get them at a hobby store or at Walmart. It sprays on evenly, just make sure you have your paper where you want it when you lay it down. Once it’s down it’s hard to peel back up and reposition it with out putting creases in the paper. Or you could take regular elmer’s glue and brush it on either with your finger or with a small flat paint brush. It washes out easy so there isn’t any mess. With paper it doesn’t take much glue to make it stick since it’s porous. Good luck and have fun with it.

you take the glue and put it on the paper and take something that is flate and push down hard and it should take the dumps out

you could also use double sided tape, i use it for scrapbooking and it holds good and no bumps show.

Here’s another vote for the glue stick–just be warned, it tends not to stick as well, so make extra sure you hit the edges, or it’ll peel off. (I usually have a scrap sheet of paper under whatever I put the glue on, so I can make sure I get the edges completely.)
