What is a good graphics program to do a children’s activity book?

Illustrator or Xara
Though Corel graphics suite might be your best bet.

For all the images for all of sizes and up load the cost is very reasonable they are out of north carolina and highly recommend them be sure to all of sizes and up load the cost is very reasonable they have had great success with.

Ideally, you’d use two programs. One to clean up the graphics, like Adobe Photoshop, and another for laying out the pages, like InDesign.
The Corel suite can also do these functions and is considerably cheaper.
Any of these type of solutions will include a steep learning curve. Software only makes some things easier if one knows how to use them.
