What is the best graphics program to create a children’s book?

I need to upgrade from what I’m using (currently just Paint and MicroSoft Word) to create a children’s activity book. Suggestions/recommendations welcome. Will be working mostly with black and white drawings which will be scanned in and cleaned up, including maze pages, dot to dot pages, etc. The mazes wouldn’t be scanned in, though. The cover will be in color, would like to be able to take one drawing and move it around on a colored background, or a logo on a colored background, etc.
